Law 29/1987, of December 18, 1987, on Inheritance and Gift Tax, provided in its second final provision for the drafting of a Tax Regulation, stipulating that until its approval, the Regulation of January 15, 1959, would remain in force insofar as it did not oppose the new Law. Notwithstanding this provision, the Government had to issue Royal Decree 422/1988, of April 29, 1988, with provisional rules for the regulation of certain aspects of the Tax which, due to their novelty, could not be contemplated in the 1959 Regulations.
