In 1928 the city of Hull created a plan to build a 4 km long bridge west of the city between the towns of Hessle (to the north) and Barton upon Humber (south of the estuary), but the plan did not prosper due to the economic crisis of 1929.

However, in 1966 the economic challenge to the construction of the bridge seemed insurmountable. The then Prime Minister Harold Wilson prevailed against the Minister of Transport, Barbara Castle, to keep his government.

It was not until July 17, 1981, at the hand of Elizabeth II, that the bridge was inaugurated. The bridge was planned by Freeman Fox & Partners (now Hyder Consulting). The company that received the largest contract for the construction of the bridge was Sir William Arrol & Co, then owned by Northern Engineering Industries plc.[2] To secure the bridge’s future, the company was awarded the contract for the construction of the bridge.

To secure the future of the bridge, the British Parliament passed the Humber Bridge (Debts) Act in 1996, which reorganized the financial structure of the Humber Bridge Board. Most of the debt was undertaken but not all of it. As the bridge is steadily accumulating losses, payments are being made on an ongoing basis.
