The regulation of the conditions to be met by apparatus, equipment and systems, as well as their installation and maintenance, in addition to the regulation of installers and maintainers, is provided for in the Regulation on fire protection installations, approved by Royal Decree 1942/1993, of November 5, 1993, and in the Order of April 16, 1998.

The Ministry of Industry, Tourism and Commerce also seeks to regulate fire protection conditions in industrial establishments on a horizontal basis, i.e., applicable to any sector of industrial activity.

The Third Chamber of the Supreme Court, in its Ruling of October 27, 2003, upholding contentious-administrative appeal no. 495/2001, declared the previous Regulation on fire safety in industrial establishments, approved by Royal Decree 786/2001 of July 6, 2001, to be null and void due to a formal defect.

Article 12 of Law 21/1992, of July 16, 1992, on Industry, deals with the general content of the safety regulations, and also establishes the necessary instruments for the execution of these regulations with respect to the competences that correspond to other Public Administrations.

1.6. Means of escape: Required means of egress, which is the natural line of transit that guarantees a quick and safe escape. When the building is developed on one or more levels, the means of escape shall consist of:

2.1. In order to determine the conditions to be applied, the risk involved in the different predominant activities in the buildings, sectors or environments of the same shall be considered, and the following risks shall be established for such purposes: (See table 2.1).2.2.  The fire resistance of structural and constructive elements shall be determined according to the risk defined above and the “fire load” according to the following tables: (See tables 2.2.1. and 2.2.2.).2.3. As an alternative to the criterion of qualification of materials or products in “highly combustible” or “combustible” and to take into account the state of subdivision in which solid materials can be found, the determination of their burning speed may be used, relating it to that of the standardized fuel (stacked wood, density).

Extinguishing conditions

A fire escape is a special type of emergency exit, usually mounted on the outside of a building, or sometimes inside but separate from the main areas of the building. It provides a method of evacuation in the event of

case of fire or other emergency that makes the interior stairways of a building inaccessible. The most common fire escapes are found in multi-story residential buildings, such as apartment buildings. They are a very important aspect of fire safety for all construction in urban areas.

An alternative form of rapid fire escape developed in the early 1900s was a long fabric tube suspended below a large funnel outside the window of a tall building. A person could escape from the fire by sliding down the inside of the tube and could control the rate of descent by pressing outward on the walls of the tube with their arms and legs. This escape tube can be quickly deployed from a window and hung down to street level, although they were too large and bulky to be stored inside the building. Modernly this system is employed using flame-retardant materials for the fabric of the tube.[1] The system is also used in the building.
